Le prix du carbone comme solution au réchauffement climatique / Carbon pricing as a solution to global warming


On October 15th, a Conference was held in Paris about the "Economic stakes of the 2015 Paris Climate Conference". A large group of economists has signed a call for an ambitious and credible climate agreement in Paris, based on three principles expressed in a very simple and concise manner:
(1) All nations should face ultimately the same CO2 price (2) Carbon pricing must incentivize universal participation and (3) "Free-rider" behavior has to be hindered. The way carbon pricing is implemented can vary: it can be based either upon a carbon tax or upon a cap-and-trade mechanism. It is considered that such a choice is not essential and can be left to the different governments. Carbon pricing remains compatible with transfer mechanisms in order to comply with equity principles and to achieve a universal participation. Presently, we are very far from such a universal acceptance of carbon pricing. In the view of the group of economists led by Jean Tirole, with the authority resulting from his Nobel Memorial Prize in Economics, it represents the only way to curb CO2 emissions in an efficient way. It would make possible to avoid the situation encountered in Europe where the big effort in favour of renewable energy sources has been accompanied by a wider use of coal replacing natural gas resulting in an increase of CO2 emissions. Carbon pricing is not part of the COP 21 agenda. Still, this idea is encountering a wider acceptance and might help to implement later on a final agreement, providing a real solution to the the global warming challenge. 

Le 14 octobre 2015 s'est tenu à l'Université Paris-Dauphine  un important Colloque sur " Les enjeux économiques de la Conférence de Paris sur le Climat". Il a réuni les économistes français se penchant sur la question du Climat, avec la participation d'un certain nombre de leurs collègues étrangers. Une équipe internationale d'économistes a signé un appel en vue de la COP 21, qui se ramène à trois principes qui sont exprimés de manière extrêmement simple et concise: (1) Toutes les nations devraient à terme se mettre d'accord sur un prix unique du CO2 (2) La façon de mettre en place un tel système de prise en compte du carbone émis doit permettre de l'étendre partout (3) Si une nation n'intègre pas une telle contrainte, elle doit être pénalisée dans le cadre des échanges commerciaux.
Une telle position n'est pas incompatible avec des mécanismes de transfert financiers entre nations, suivant des critères à définir. Le principe d'une tarification peut être appliqué en suivant différents mécanismes, dont les deux principaux sont la taxe carbone et le mécanisme de plafonnement et d'échange conduisant au marché des permis d'émissions. La façon exacte d'appliquer la tarification est jugée secondaire.

Bioéconomie / The plenitude economy


For a long time, economy has tried to evolve as a pure science, independantly of   environmental or human factors, describing in an abstract way the relationship between suppy and demand. It has tried also to explain all human behaviour in economic terms. Thus, for the economist  Gary Stanley Becker,  parents invest in the education of their children, in order to get a protection when they become old, according to an economic assessment. At the opposite of such a conception, economy can be integrated within the much wider realm of  life sciences. Humanity cannot survive without its environment and the biosphere to which it belongs. Therefore, economy has to take into account the needs of the web of life and become a plenitude economy, a bioeconomy (bioéconomie in French, according to the economist  René Passet). An economy system can remain viable, only if it operates in symbiosis with the environment. It requires regulation modes able to limit the consumption of resources and the production of waste. Products and objects have to be designed in a way which helps to recycle them and to minimize their impact upon the environment during their whole life cycle from cradle to grave. Preserving nature, even in urban areas. besides preserving the environment, helps to improve  the quality of life, reducing the stress, bringing calm and serenity to the inhabitants.  Thus, regulatory and economic models taking into account bioeconomic factors help to organize a more harmonious way of life not only environmentally friendly, but also more peaceful and just  

L’économie a cherché pendant longtemps à se libérer des sciences humaines, en décrivant de manière de plus en plus abstraite les relations entre offre et demande. Elle a voulu aussi expliquer les comportements humains par des raisons purement économiques, de manière parfois caricaturale. Ainsi selon l’économiste Gary Stanley Becker, c’est pour se prémunir dans leur vieillesse que les parents investissent dans l’éducation de leurs enfants, en suivant un calcul économique. A l’opposé d’une telle vision, l’économie peut être intégrée dans le champ beaucoup plus vaste des sciences du vivant, dont elle ne serait qu’un sous-ensemble. L’humanité ne peut survivre en dehors de son environnement et de la biosphère dont elle fait partie. Pour ne pas s’engager dans des voies impraticables, l’économie doit tenir compte du milieu vivant et se transformer en une bio-économie, qui a été notamment préconisée par l’économiste René Passet. Le vivant, plutôt l’argent, devrait être considéré comme la valeur centrale en économie. Dans ses travaux concernant les interactions entre l’économie et le vivant, René Passet a cherché à dégager les conditions à respecter pour créer une économie durable.  Une telle bioéconomie ne se limite pas à exploiter au mieux les ressources naturelles et en particulier  la biomasse pour produire de l'énergie et des matières premières ( ce qui est le sens habituel de bioeconomy, d'où le choix de plenitude economy pour traduire bioéconomie en anglais). Elle vise à réunir toutes les conditions requises pour la préservation de la vie, qui remplace la richesse comme priorité de l'économie.
