Effondrement et globalisation / Collapse and globalization


Collapsology attracts many followers, who, far from being sorry for such a perspective, see it as a justification for the establishment of alternative lifestyles. Frugality and voluntary simplicity are in the right case, but it remains to convince a majority of citizens to go in this direction. Political representatives, even when defending ecology, do not always set an example. It is surprising, however, that the obvious link between the risk of collapse and the neoliberal globalization has not been better analyzed. Globalization, which followed the end of the cold war, resulted from the conjunction of globalization and neoliberal ideology. By ensuring near instantaneous flows of information and financial flows from one end of the world to the other, digital technologies have enabled its implementation. Globalization, organized according to the rules of neoliberal governance, has entrusted all arbitrations to the market, considering profit as the exclusive engine of the economy. It has led to the current flat world, open to all commercial and financial movements. Whereas classical liberalism still referred to a humanist principle of reciprocity, neoliberalism is placed in a world of competition, governed solely by the balance of power. As a result, the major issues that concern the environment, global warming, the collapse of biodiversity and the pollution of water and air, even if they are better perceived, are still unresolved. Globalization is constantly seeking to produce massively by implementing economic, social and environmental dumping, seeking lowest wades and minimum environmental constraints. There is therefore a fundamental contradiction between this logic and the principles of sustainable development. In addition, the main argument in favor of globalization, which is to produce at lower cost, leads to the overconsumption of resources that we would like to avoid. Indeed, all the conditions are there to mistreat the Earth and extract the maximum of resources at the lowest cost. Other powerful factors related to globalization are in the direction of a collapse. The financial structure is particularly weak: derivatives, high frequency trading are some of the techniques that reduce the stability of the building. When you can instantly move billions of dollars across the globe, the risk of a crisis becomes significant. Growing inequality also increases the risk of collapse. If the richest 1% can lead a most expensive lifestyle, how can one hope that the good people agree to tighten their belts, adopt the decay and happy sobriety. Some believers will accept, who can only remain a minority. Faced with these realities, the "green growth technologies" pale. Therefore, if nothing changes, this flat world will surely collapse. Cracks are already felt, which suggest that the course of things is perhaps changing, provided of course that a war of great amplitude does not bury all hopes.



La collapsologie attire de nombreux adeptes, qui, loin de se désoler d'une telle perspective, y voient une justification pour la mise en place de modes de vie alternatifs. La sobriété, la réduction de la consommation de ressources, la simplicité volontaire vont dans le bon cas, mais il reste à convaincre une majorité de citoyens d'aller dans ce sens. Les représentants politiques, même lorsqu'ils défendent l'écologie, ne donnent pas toujours l'exemple. Il est surprenant par contre que lien pourtant évident entre le risque d'effondrement et la globalisation néolibérale n'ait pas été mieux analysé.  
   La globalisation, qui a suivi la fin de la guerre froide, a résulté de la conjonction de la mondialisation et de l’idéologie néolibérale. En assurant une quasi-instantanéité des flux d’informations et des flux financiers d’un bout à l’autre de la planète, les technologies numériques ont permis sa mise en œuvre. La globalisation, organisée selon les règles de la gouvernance néolibérale, a confié tous les arbitrages au Marché, en considérant le profit comme le moteur exclusif de l’économie. Elle a conduit au monde plat actuel, ouvert à tous les mouvements commerciaux et financiers. Alors que le libéralisme classique se référait encore à un principe humaniste de réciprocité, le néolibéralisme se place dans un univers de compétition, régi par les seuls rapports de force. De ce fait, les grandes questions qui concernent l’environnement, le réchauffement climatique, l’effondrement de la biodiversité, la pollution de l’eau et de l’air, même si elles sont mieux perçues, ne sont toujours pas résolues.  
   La globalisation cherche constamment à produire massivement là où sont réunies les conditions du moins-disant économique, social et environnemental. Il y a donc une contradiction fondamentale entre cette logique et les principes d'un développement qui serait durable. En outre, le principal argument en faveur de la globalisation, qui est de produire à moindre coût, conduit préciser à la surconsommation de ressources que l'on voudrait éviter. En effet toutes les conditions sont réunies pour maltraiter la Terre et en arracher un maximum de ressources au moindre coût. D'autres puissants facteurs liés à la globalisation vont dans le sens d'un effondrement. La structure financière est particulièrement peu résiliente: les produits dérivés, le trading à haute fréquence font partie des techniques qui réduisent la stabilité de l'édifice. Lorsqu'il est possible de déplacer instantanément des milliards de dollars d'un bout à l'autre de la planète, les risques de crise deviennent considérables.
   La croissance des inégalités accentue également les risques d'effondrement. Si le 1% le plus riche peut mener un train de vie dispendieux, comment espérer que le bon peuple accepte de se serrer la ceinture, adopte la décroissance et la sobriété heureuse. Certains convaincus, qui ne peuvent rester qu'une minorité. Face à ces réalités, les "technologies de la croissance verte" font pâle figure.
   Si le monde plat perdure, nous allons sûrement vers l'effondrement. Des craquements se font sentir toutefois, qui font penser que le cours des choses va peut-être se modifier dans l'avenir, à condition bien sûr qu'une guerre de grande amplitude n'enterre tous les espoirs.

L'explosion démographique/ Human population explosion


The impact of human activities on the environment has become extremely worrying. Global warming is expected to intensify and it seems already too late to limit the increase in temperature to 2 ° C. In the face of demographic growth, the availability of sufficient resources is becoming increasingly problematic. This concerns water, food resources and raw materials. The pollution of natural environments: air, water and soil is increasing, biodiversity is in danger. It is therefore clear that it becomes imperative to reduce the human pressure on the environment. This pressure is linked to demographics on the one hand and to the standard of living on the other, the increase of which generates an increased consumption of resources. The latest forecasts concerning the evolution of the world's population are worrying. It was still thought recently that it would see its progress slow down quickly and that we would reach a stabilization of the world population around 9 billion inhabitants around 2050. The latest forecasts of the UN (Revision 2017) estimate that the population The world population is projected to increase from 7.6 billion to 9.8 in 2050 and to 11.2 in 2100. Population growth is mainly in Africa, where the population is expected to grow by just over 1 billion. to 4.5 billion in 2100. This development represents a major threat, as it seems impossible in such conditions to improve the standard of living of the world's population, while reducing the impact of human activities on the environment, even if the richest countries accept to see their standard of living stagnate or even fall. If such a trend persists, there is a great risk of ending up in catastrophic collapse soon, as was anticipated in the Meadows Report. In this case, the level of the world's population could be halved due to a lack of resources, illness and uncontrolled conflicts. Beyond any controversy over what would be a fair distribution of the human population, it seems essential to seek to curb the growth of the human population, to move towards a stabilization, or even a decrease, as soon as possible, which could accompany a gradual convergence of living standards.

L'impact des activités humaines sur l'environnement est devenu extrêmement préoccupant. Le réchauffement climatique devrait s'accentuer et il semble déjà trop tard pour limiter l'accroissement de température à 2°C. Face à l'accroissement démographique la disponibilité de ressources suffisantes devient de plus en plus problématique. Cela concerne l'eau, les ressources alimentaires et les matières premières. La pollution des milieux naturels: air, eau et sol ne fait qu'augmenter, la biodiversité est en danger. Il est donc clair qu'il devient impératif de réduire la pression humaine sur l'environnement. Cette pression est liée à la démographie d'une part et à au niveau de vie d'autre part, dont l'accroissement génère une consommation accrue de ressources.
Les dernières prévisions concernant l'évolution de la démographie mondiale sont préoccupantes. On pensait encore récemment que celle ci verrait sa progression ralentir rapidement et que l'on atteindrait une stabilisation de la population mondiale aux environs de 9 milliards d'habitants vers 2050. Les dernières prévisions de l'ONU (Révision 2017) estiment que la population mondiale devrait passer de 7,6 milliards d'habitants à 9,8 en 2050 et à 11,2 en 2100. L'accroissement démographique concerne principalement l'Afrique dont la population devrait passer d'un peu plus de 1 milliard d'habitants à 4,5 milliards en 2100.
Cette évolution pose un problème redoutable, car il paraît impossible dans de telles conditions d'améliorer le niveau de vie de la population mondiale, tout en réduisant l'impact des activités humaines sur l'environnement, et ceci même si les pays les plus riches acceptent de voir leur niveau de vie stagner, voire baisser. Si une telle tendance persiste, le risque est grand de se retrouver prochainement dans des conditions d'effondrement catastrophique, comme cela était anticipé dans le rapport Meadows. Dans ce cas, le niveau de la population mondiale pourrait être divisé par deux en raison d'un manque de ressources, de la maladie et de conflits incontrôlés.
Au delà de toute polémique sur ce que serait une juste répartition de la population humaine, il paraît donc indispensable de chercher à freiner l'accroissement de la population humaine, pour aller vers une stabilisation, ou même une diminution, dès que possible, qui pourrait accompagner une convergence progressive des niveaux de vie.

collapsologie/collapsology


As early as the 1970s, a collapse by depletion of natural resources was considered in the Meadows Report about the limits to growth. More recently, Jared Diamond has linked the collapse of various past civilizations, represented in particular by the ancient Mayans in Mexico, the Vikings living in Greenland or the inhabitants of Easter Island, to a lack of adaptation to a critical change in their environment. Our current globalized society could suffer the same fate, if it fails to overcome the environmental challenges it faces, including the major challenge of global warming. The theme of collapse sparked a whole current of thought, sometimes called collapsology. It is usually the ecological causes of a collapse that are retained and analyzed. However, other causes could also cause a catastrophic end of the Western civilization. One of those who has studied the issue, Dmitry Orlov, distinguishes five stages of collapse: financial, commercial, political, social and cultural. According to this American author born in Russia, a collapse similar to that experienced by the USSR could occur in the United States, due to an inadequate economic policy in the context of the decline of oil resources. A collapse could also occur as a result of a major global conflict, resulting in a sharp worsening of international geopolitical tensions. By taking a step back, we can link a collapse to three main causes, related to an ecological, social or moral crisis,. The ecological crisis leading to a lack of resources is the one studied by Jared Diamond, and this is the most widespread theme investigated today. A crisis of the social organization is the one advanced by Tainter, notably to explain the fall of the Roman Empire. According to Tainter, increasing complexity in a vast empire is becoming more and more difficult to control and is leading to a growing share of unproductive spending. This thesis is in fact unconvincing, because the entire evolution of modern society has relied on a prodigious rise in complexity. It has even been shown that complexity and material prosperity are largely related. Finally, a third type of explanation is linked to a decline, associated with a moral crisis. Such an analysis has been done in the past by authors as prestigious as the historian Arnold Toynbee, the thinker of civilizations Oswald Splengler or the sociologist Pitirim Sorokin. The fear of decline is widely shared in Europe and particularly in France, where this theme was recently taken up by Michel Onfray, who linked the decline of the West to a disintegration of the Christian cement. The inability to face environmental, social or technical challenges is largely linked to a moral crisis. To claim that it is possible to meet a major challenge such as global warming without effort or sacrifice is an illusion or a deception. It will be possible to accept a form of frugality only through an increase of consciousness. Similarly, a major conflict can be avoided only through dialogue, leaving out propaganda. Collapsology involves the risk of being complacent about what would be considered as unavoidable.To announce a future catastrophe is not enough, because it would correspond to the attitude denounced by Jean-Pierre Dupuy, preaching a "enlightened catastrophism", rather than a suicidal blindness. We must do everything to avoid collapse or the nuclear apocalypse and therefore become aware of the catastrophe that lurks, doing everything we can to avoid it.

Dès les années 1970, un effondrement par épuisement des ressources naturelles a été envisagé dans le rapport Meadows qui portait sur les limites de la croissance. Plus récemment, le biologiste américain Jared Diamond a relié l’effondrement de différentes civilisations passées, représentées notamment par les anciens Mayas au Mexique, les Vikings installés au Groenland ou encore les habitants de l’île de Pâques, à un manque d’adaptation vis-à-vis d’un changement critique de leur environnement. La société globalisée actuelle pourrait connaitre le même sort, si elle ne parvient pas à surmonter les défis environnementaux auxquels elle est confrontée et notamment le défi majeur du réchauffement climatique.  Le thème de l’effondrement a suscité tout un courant de pensée, parfois qualifié de collapsologie. Ce sont en général les causes écologiques d’un effondrement qui sont retenues et analysées. Toutefois, d’autres causes pourraient également provoquer une fin catastrophique de la civilisation occidentale. L’un de ceux qui se sont penchés sur la question, Dmitry Orlov, distingue cinq stades d’effondrement : financier, commercial, politique, social et culturel. Selon cet auteur américain né en Russie, un effondrement semblable à celui qu’a connu l’URSS pourrait intervenir aux États-Unis, en raison d’une politique économique inadéquate dans le contexte du déclin des ressources pétrolières. Un effondrement pourrait également survenir à la suite d’un conflit mondial de grande ampleur, entraîné par une aggravation brutale des tensions géopolitiques internationales.

Le Monde qui vient / The World that Comes

Due to serious threats to the world: global warming, depletion of resources, rising inequalities, risks of nuclear conflict, humanity will have to change course, to avoid an ecological collapse or a nuclear apocalypse, by controlling the demography, by limiting the consumption of resources and preserving the environment. Unfortunately, all this contradicts the imperatives of the flat world and we are locked in a circle of constraints without any hope of coming out of it. The only way to remedy this situation is to leave the flat world and to change its logic. Such a transformation will be possible only through a renewal of mentalities and lifestyles that would move us from the flat world to a society of meaning and a new vision of the world. Solutions for a better world exist, but the future depends on us.

En raison de graves menaces qui pèsent sur le monde: réchauffement climatique, épuisement des ressources, montée des inégalités, risques de conflit nucléaire,  l’humanité devra changer de cap, pour éviter un effondrement écologique ou une apocalypse nucléaire, en maîtrisant la démographie, en limitant la consommation de ressources et en préservant l’environnement. Malheureusement, tout ceci entre en contradiction avec les impératifs du monde plat et on se trouve enfermé dans un cercle de contraintes sans espoir d’en sortir. Le seul moyen de remédier à cette situation est de sortir du monde plat, pour aller vers d’autres modes de fonctionnement. Une telle transformation n’est possible qu’à travers un renouveau des mentalités et des modes de vie  qui permettrait d’aller du monde plat à une société du sens, en adoptant une nouvelle vision du monde. 

Les solutions pour un monde meilleur existent, mais l’avenir dépend de nous !

What potential future for humanity?/ Quel avenir possible pour l'humanité?

The "flat world" of today's globalization is threatened with an ecological collapse or a nuclear apocalypse. In these conditions, what future can be envisaged? In addition to the pursuit of globalization in the form of the "flat world", three possible trends of evolution can be envisaged. They lead respectively to the models of the "post-liberal empire", "citizen renewal" and "solidarity democracy", as shown in the above graph, which represents the main trends in terms of social values. The first possible trajectory is to continue the current globalization, in the form of the "flat world". This model has proven its effectiveness in terms of technical progress and economic growth. On the other hand, based on the maximization of profit, it is not really compatible with measures of general interest. Each one is supposed to act according to his own personal interest, the resulting lack of solidarity and social cohesion leads to a multiplication of conflicts and, eventually, to a dislocation of society. By encouraging more and more goods to be consumed, this model is also incompatible with the sound management of common goods on a global scale. It leads, almost inevitably, to an ecological collapse. Three alternatives can be considered:
- The "post-liberal empire", which results from the passage from (IV) to (III), imposes the social order on the inside and a hegemonic power on the outside. While being a continuation of neoliberalism but opposing the expression of freedoms, this post-liberal regime marks the end of liberalism in its initial conception. Social inequalities are strongly accentuated and only the dominant oligarchy retains relative freedom, while being compelled to accept unreservedly the doctrine imposed by the regime in place. The constraints faced by the population lead to high social tensions and high risks of conflict.
- The "citizen renewal" operates the transition from (IV) to (I), following a change of perspective, which favors immaterial values. The current signs of aspiration to change show that such a transformation is not only conceivable, but even that it is even strongly desired by a large part of the population. It responds to a need for peace and justice. However, despite strong expectations, such a radical change will be difficult to make. It could only intervene after a phase of collapse of society, leading to the destruction of the current flat world.
- "Solidarity democracy" aims to bring together a community of citizens concerned with reducing inequalities and sharing power among all, ensuring the transition from (IV) to (II). In terms of values, solidarity democracy is the opposite of current globalization. It appears as the most sustainable model and probably the most desirable. However, even if it meets expectations, this model remains the most difficult to implement in the near future. For this reason, it will undoubtedly be necessary to achieve this through the previous stage of citizen renewal.
None of the previous models can accurately describe the future reality. The society being diverse, various components will, no doubt, be present tomorrow to varying degrees, as is already happening today. In the near future, the hypothesis of a continuation of globalization in its current form seems the most likely. The flat world that is the end result, however, faces, as we have seen, growing threats of ecological collapse, because of the profound environmental and social imbalances that result from its mode of operation. Prolonged unrest and the risk of social chaos may lead to an authoritarian regime. Such an evolution is undoubtedly the easiest to conceive, because it directly prolongs trends already present. Responding to the need for stability and security of a society that feels threatened, it does not require a disruption of mentalities, but simply requires the acceptance of a more or less gradual erosion of freedoms. A society experiencing economic or political difficulties may be tempted to accept an authoritarian regime that promises to solve all the problems it encounters. Therefore, the path to follow is in this case the simplest and most direct. However, contrary to appearances, the post-liberal regime is fragile, because of the rigidity of its social structures and the serious tensions that result from the constant use of force. He is therefore very vulnerable to any external disturbance. Therefore, only a large-scale cultural change, through a "citizen renewal" leading to a " solidarity democracy" of solidarity, seems able to preserve the world from a collapse or a final catastrophe.

Le "monde plat" de la globalisation actuelle est menacé d'un effondrement écologique ou d'une apocalypse nucléaire. Dans ces conditions, quel avenir peut être envisagé? Outre la poursuite de la globalisation sous la forme du « monde plat », trois tendances d’évolution possible peuvent être envisagées. Elles mènent respectivement aux modèles de "l’empire postlibéral", du "renouveau citoyen" et de la "démocratie solidaire"La première trajectoire possible consiste à poursuivre la globalisation actuelle, sous la forme du "monde plat". Ce modèle a fait la preuve de son efficacité en termes de progrès technique et de croissance économique. Par contre, fondé sur la maximisation du profit, il est peu compatible avec des mesures d’intérêt général. Chacun étant supposé agir en fonction de son seul intérêt personnel, le manque de solidarité et de cohésion sociale qui en résulte mène à une multiplication des conflits et, à terme, à une dislocation de la société. En incitant à consommer toujours plus de biens, ce modèle est, en outre, incompatible avec une saine gestion des biens communs à l’échelle planétaire. Il conduit ainsi, de façon quasiment inéluctable, à un effondrement écologique. Trois alternatives peuvent être envisagées :
"L’empire postlibéral", qui résulte du passage de (IV) en (III), impose l’ordre social à l’intérieur et un pouvoir hégémonique à l’extérieur. Tout en s’inscrivant dans le prolongement du néolibéralisme mais en s’opposant à l’expression des libertés, ce régime postlibéral marque la fin du libéralisme dans sa conception initiale. Les inégalités sociales sont fortement accentuées et seule l’oligarchie dominante garde une liberté relative, tout en étant astreinte à accepter sans réserve la doctrine imposée par le régime en place. Les contraintes subies par les populations entraînent de fortes tensions sociales et des risques élevés de conflit.
– Le "renouveau citoyen" opère le passage de (IV) à (I), suivant un changement de perspective, qui privilégie les valeurs immatérielles. Les signes actuels d’aspiration au changement montrent qu’une telle transformation est non seulement envisageable, mais même qu’elle est même fortement souhaitée par une large partie de la population. Elle répond à un besoin de paix et de justice. Toutefois, en dépit de fortes attentes, un changement aussi radical sera difficile à opérer. Il pourrait n’intervenir qu’à l’issue d’une phase d’effondrement de la société, conduisant à la destruction du monde plat actuel.
– La "démocratie solidaire" vise à réunir une communauté de citoyens soucieux de réduire les inégalités et de partager le pouvoir entre tous, en assurant le passage de (IV) en (II). En termes de valeurs, la démocratie solidaire se situe à l’opposé de la globalisation actuelle. Elle apparaît comme le modèle le plus durable et sans doute aussi le plus souhaitable. Toutefois, même s’il répond à des attentes, ce modèle n’en demeure pas moins le plus difficile à mettre en place dans un proche avenir. Pour cette raison, il sera sans doute nécessaire pour y parvenir de passer par l’étape préalable du renouveau citoyen.
Aucun des modèles précédents ne peut décrire exactement la réalité future. La société étant diverse, différentes composantes seront, sans doute, présentes demain à des degrés divers, comme cela se passe déjà aujourd'hui. Dans un proche avenir, l’hypothèse d’une poursuite de la globalisation sous sa forme actuelle paraît la plus vraisemblable. Le monde plat qui en est l’aboutissement est toutefois confronté, comme on l’a vu, à des menaces croissantes d’effondrement écologique, en raison des profonds déséquilibres environnementaux et sociaux qui résultent de son mode de fonctionnement. Des troubles prolongés et le risque de chaos social risquent de conduire à un régime autoritaire. Une telle évolution est sans doute la plus simple à concevoir, car elle prolonge directement des tendances déjà présentes. Répondant au besoin de stabilité et de sécurité d’une société qui se sent menacée, elle ne nécessite pas un bouleversement des mentalités, mais requiert simplement l’acceptation d’une érosion plus ou moins progressive des libertés. Une société en proie à des difficultés économiques ou politiques peut être tentée d’accepter un régime autoritaire lui promettant d’apporter une solution à tous les problèmes qu’elle rencontre. De ce fait, le chemin à suivre est dans ce cas le plus simple et le plus direct. Toutefois, contrairement aux apparences, le régime postlibéral est fragile, en raison de la rigidité de ses structures sociales et des graves tensions qui résultent du recours permanent à la force. Il est donc très vulnérable vis-à-vis de toute perturbation extérieure.  De ce fait, seule, une mutation culturelle de grande ampleur, passant par un renouveau citoyen et conduisant de là à une démocratie solidaire, parait en mesure de préserver le monde d'un effondrement ou d'une catastrophe finale.

Under these conditions, a continuation of globalization in its current form most probably leads to an ecological and social collapse in the medium or long term. In fact, it is precisely an excessive optimism about the possibilities of technology, which risks leading to collapse. Technology opens up vast opportunities, but it is blind and can lead to the best, as to the worst. Only a large-scale cultural transformation as a result of collective awareness can prevent us from embarking on the path of collapse.

Deux visions opposées de l'avenir coexistent actuellement. Tandis que l'une envisage un avenir radieux éclairé par les promesses d'un progrès illimité de la technologie, l'autre prédit un effondrement inévitable, la société devenant incapable de s’adapter à son environnement. Dès les années 1970, un effondrement par épuisement des ressources naturelles a été envisagé dans le rapport Meadows. Plus récemment, le biologiste américain Jared Diamond a relié l’effondrement de différentes civilisations passées, représentées notamment par les anciens Mayas au Mexique, les Vikings installés au Groenland ou encore les habitants de l’île de Pâques, à un manque d’adaptation vis-à-vis d’un changement critique de leur environnement. La société globalisée actuelle pourrait connaitre le même sort, si elle ne parvient pas à surmonter les défis environnementaux auxquels elle est confrontée et notamment le défi majeur du réchauffement climatique.  
Le thème de l’effondrement a ainsi suscité tout un courant de pensée, parfois qualifié de collapsologie, en tant que science d'un effondrement prévisible. Ce sont en général les causes écologiques d’un effondrement qui sont retenues et analysées. Toutefois, d’autres causes pourraient également provoquer une fin catastrophique de la civilisation actuelle. L’un de ceux qui se sont penchés sur la question, Dmitry Orlov, distingue cinq stades d’effondrement: financier, commercial, politique, social et culturel. Selon cet auteur américain né en Russie, un effondrement semblable à celui qu’a connu l’URSS pourrait intervenir aux États-Unis, en raison d’une politique économique inadéquate dans le contexte du déclin des ressources pétrolières. Un effondrement pourrait également survenir à la suite d’un conflit mondial de grande ampleur, entraîné par une aggravation brutale des tensions géopolitiques internationales.
Le modèle actuel de la globalisation néolibérale a fait la preuve de son efficacité en termes de progrès technique et de croissance économique. Par contre, chacun étant supposé agir en fonction de son seul intérêt personnel, le manque de solidarité et de cohésion sociale qui en résulte mène à une multiplication des conflits et, à terme, à une dislocation de la société. En incitant à consommer toujours plus de biens, ce modèle est, en outre, incompatible avec une saine gestion des questions relevant de l’intérêt général, que ce soit la préservation de l’environnement ou la réduction des inégalités sociales. 
En fait, c'est précisément un optimisme excessif par rapport aux possibilités de la technologie, qui risque de conduire à l'effondrement. La technologie ouvre de vastes opportunités, mais elle est aveugle. Elle peut conduire au meilleur, comme au pire. Seule une transformation culturelle de grande ampleur résultant d'une prise de conscience collective peut nous éviter de nous engager dans la voie de l'effondrement.[

Entropia, une utopie de notre temps / Entropia, an utopia in our time

Five centuries after the first publication of The Utopia of Thomas More, the Australian author Samuel Alexander has created a new utopia, he called Entropia. This utopia is organized on an island, isolated from the rest of the world. Living himself in an island, the author reminds us that this is the ideal framework to design a utopia. A island allows the endemism to thrive, allowing some species to develop away from the rest of the world. Thus, Australia has been able to to keep marsupials which have disappeared from the rest of the world. The community of Entropia is supposed to have been created by 2030, in the wake of the collapse of the industrial civilization. The story begins in the 20th century with the purchase of an island in the South Pacific by an oil Tycoon, who is unhappy with his past life and wants to organize an ideal Community, which might become happy and autonomous. The global collapse happens 70 years later. The island is isolated and becomes a real utopia, working with its own rules. The way it is organized is obviously at the heart of the book. It has adopted  a "stationary economy", making a strict balance between resource consumption and renewable natural contributions. To get there, Entropia practice the principles of voluntary simplicity and frugal abundance. These principles are lived as an asset, rather than as a constraint, as they have beneficial effects on health and help to get an easier access to cultural activities. Political organizations are based on a system of "direct" and "participatory" democracy. A minimum income is guaranteed to all inhabitants. Entropia provides a current summary of the ideas that focus on ecology, degrowth, sobriety and sustainable consumption. The merit of the book is to present them as part of a narrative that is attractive and easy to read. As with all utopias, one of the question which the book raises is to know whether such a model is achievable, at least partly. Can everybody accept the principles of voluntary simplicity? One of the interesting answers of the book is to connect the ethics of simplicity to a spiritual quest for the meaning of life. Such a motivation is not easily transferable to the entire population. The author is probably not certain himself that it is feasible, as it is shown by the unexpected conclusion that it will be possible to discover by reading this endearing book.

Cinq siècles après la première publication de L'Utopie de Thomas More, l'auteur australien Samuel Alexander a imaginé une nouvelle utopie, qu'il a appelée Entropia. Cette utopie s'organise sur une île, isolée du reste du monde. Habitant lui-même une île, l'auteur nous rappelle que c'est là le cadre idéal pour concevoir une utopie. L'île permet à l'endémisme de s'épanouir, comme l'avait rappelé Gilles Clément dans "Le Jardin planétaire", en donnant à certaines espèces la possibilité de se développer à l'abri du reste du monde. C'est l'endémisme qui a permis notamment à l'Australie de conserver des marsupiaux qui ont disparu du reste du monde. La communauté d'Entropia est censée avoir été créée vers 2030, dans le sillage de l'effondrement de la civilisation industrielle. L'histoire commence au XXe siècle avec l'achat d'une île dans le Pacifique Sud par un magnat du pétrole, qui, pris de regrets à l'égard de sa vie passée, souhaite organiser une communauté idéale, heureuse et autonome. Mais ce n'est que 70 ans plus tard qu'intervient la "Grande Rupture", c'est à dire l'effondrement planétaire. L'île se retrouve isolée et se transforme ainsi en une véritable utopie, fonctionnant avec ses propres règles. La description de l'utopie est évidemment au cœur de l'ouvrage. L'idée principale autour de laquelle elle s'organise est celle d'une "économie stationnaire", réalisant un strict équilibre entre la consommation de ressources et les apports naturels renouvelables. Pour y parvenir, Entropia pratique les principes de la simplicité volontaire et de l'abondance frugale.  Ces principes sont vécus comme un bien, plutôt que comme une contrainte, car ils ont des effets bénéfiques sur la santé et permettent de se consacrer plus librement à des activités culturelles. Les organisations politiques sont fondées sur un système de démocratie "directe" et "participative". Un revenu minimal est garanti à tous les habitants. Entropia se présente donc un condensé des idées actuelles sur l'écologie, la décroissance, la sobriété et la consommation durable. Le mérite de l'ouvrage est de les présenter dans le cadre d'un récit attrayant et facile à lire. Comme pour toutes les utopies, une des questions qui restent ouvertes est de savoir si elle est effectivement réalisable, ne serait-ce qu'en partie. Est-il  possible de faire accepter par l'ensemble de la population les principes de la simplicité volontaire? L'une des réponses intéressantes de l'ouvrage. est de relier l'éthique de la simplicité à la quête spirituelle du sens de la vie. Une telle motivation n'en reste pas moins difficile à étendre à tous. L'auteur en est conscient lui-même. Il livre un dénouement inattendu qu'il sera possible de découvrir en lisant cet ouvrage attachant.

Comment éviter l'effondrement financier / How to avoid a financial collapse


How to avoid a collapse is the title of the last book of Jean-Michel Naulot. Under this title, the author, who was in France a member of the Authority for the financial markets, evokes the next financial crisis that threatens to burst and that might be even more serious than that of 2008.The author connects these financial crises to the rise of neo-liberalism, which in France was adopted by successive Governments since the 1990s and which was widely promoted by the European Commission. According to the author, within the European Union, the situation has been aggravated by the Euro, which has been adopted as currency unique more for political reasons than economic, before achieving achieving the convergence of economies which would have been required. In the EU the economic and financial policy has been aligned on the United States, pushing the deregulation of financial institutions as far as possible and establishing a Central Bank (ECB), as a counterpart of the Fed On both sides, money creation has been amplified, firstly due to the policy of quantitative easing, and on the other hand of a lax policy to commercial banks, which can easily create money, when they grant loans, as a result of limited constraints on their regulatory. In addition, the ECB has redeemed debts that could undermine the "systemic" banks creating money. All of these liquidities, rather than benefiting the economy, are largely misused. On the one hand, a policy of interests close to zero (or even negative) promotes the bubbles of all kinds and facilitates inappropriate investments. On the other hand, rather than lending money to investors who want to realize concrete projects, banks prefer to invest in speculative funds. The result is the formation of a new large-scale speculative bubble, which could burst, causing considerable damage to the economy. The shortcomings that could be observed after the crisis of 2008, are still widely present. High frequency trading continues to unfold, covering more than half of the transactions in Europe and the United States. The amount of derivatives remains virtually unchanged. Many financial products (and especially hedge funds) are located in tax havens. Shadow banking that escapes almost or totally any control represents more than one third of global finance.
In Europe, austerity, conducted in all countries of the Euro area, hampers the economic growth and, paradoxically, contributes to the increase in the debt.
To get out of this situation, the author recommends to reintroduce a system of regulation, which would give back to all the citizens the economic sovereignty which has been taken over by the banks. This regulation must be exercised at the different levels of the nation of the Union as well as at the international level, restoring  the role Governments and political representatives must play. It is clear however that such profound transformations will be difficult to operate and will probably become possible only if the crisis worsens to the point of imposing mutations or major breaks. One of the limitations of the book of Jean-Michel Naulot is perhaps not to mention enough these obstacles and scenarios that could lead to such upheavals. It seems doubtful that explaining where lies the public interest will be enough for for imposing the right decisions.

Eviter l'effondrement est le titre du dernier ouvrage de Jean-Michel Naulot. L'auteur, qui a été membre de l'Autorité des marchés financiers, évoque sous ce titre la prochaine crise financière qui menace d'éclater et qui pourrait être encore plus grave que celle de 2008. Il relie ces crises financières à la montée du néo-libéralisme, qui en France a été adopté par les gouvernements successifs depuis les années 90 et qui a été largement promu par la Commission Européenne. Selon l'auteur, au sein de l'Union Européenne, la situation a été aggravée par l'Euro, qui a été adopté comme monnaie unique plus pour des raisons politiques qu'économiques, sans que les mesures de convergence des économies qui auraient été nécessaires n'aient été adoptées. En Europe, les mesures qui ont été adoptées ont visé un alignement sur les Etats-Unis: dérégulation aussi poussée que possible des institutions financières et création d'une Banque centrale (BCE) à l'image de la Fed. Des deux côtés, la création monétaire s'est amplifiée, d'une part en raison de la politique de quantitative easing, c'est à dire d'un accroissement artificiel des liquidités financières et d'autre part d'une politique laxiste vis à vis des banques commerciales, qui peuvent facilement créer de la monnaie, lorsqu'elles accordent des crédits, du fait que les ratios réglementaires édictés par les banques centrales les y autorisent. En outre, la BCE a racheté des dettes qui pouvaient fragiliser les grandes banques "systémiques" en créant de la monnaie.
Toutes ces liquidités, plutôt que profiter à l'économie, sont pour une large part mal utilisées. D'une part, une politique d'intérêts voisins de zéro (voire négatifs) favorise des des bulles de toutes sortes et des dépenses injustifiées. D'autre part, dans un contexte incertain, au lieu de prêter des fonds à des investisseurs qui veulent réaliser des projets concrets, les banques préfèrent investir dans des fonds spéculatifs et notamment dans les produits dérivés. Il en résulte la formation d'une nouvelle bulle spéculative de grande ampleur, qui pourrait, en éclatant, causer des dégâts considérables à l'économie. Les dysfonctionnements que l'on pouvait observer après la crise de 2008, sont toujours largement présents. Le trading à haute fréquence continue de sévir, en couvrant plus de la moitié des transactions en Europe et aux Etats-unis. Le montant des produits dérivés reste pratiquement inchangé. De nombreux produits financiers (et notamment les hedge funds) sont abrités dans des paradis fiscaux. La finance qui échappe quasiment ou totalement à la régulation (shadow banking) représente plus du tiers de la finance mondiale.
En Europe, la politique d'austérité, menée dans tous les pays de la zone Euro, freinent la croissance et contribuent, paradoxalement, à l'augmentation de la dette. Pour sortir de cette situation, l'auteur préconise de réintroduire un système de régulation, qui permette d'éviter l'hypertrophie de la finance, en rendant à l'ensemble des citoyens la souveraineté économique qui leur a été confisquée par les banques. Cette régulation doit s'exercer au différents niveaux de la nation de l'Union ainsi qu'au niveau international, en redonnant aux gouvernements et au pouvoir politique le rôle qu'ils doivent jouer. Il est clair néanmoins que des transformations aussi profondes seront difficiles à opérer. Elles ne seront sans doute possibles que si la crise s'aggrave au point d'imposer des mutations ou des ruptures de grande ampleur. Une des limitations de l'ouvrage de Jean-Michel Naulot est peut-être de ne pas évoquer davantage ces obstacles et les scénarios qui pourraient conduire à de pareils bouleversements. En effet, il ne suffira sans doute pas d'évoquer l'intérêt général pour parvenir à les imposer.

Vie et mort des civilisations / Life and death of civilizations


The future of the Western civilization appears presently as most uncertain. Already after the first World War, in 1919, Paul Valery was writing: "We, civilizations, know that we are mortal", while Oswald Spengler was publishing his book "The Decline of the West".  For Oswald Spengler, each civilization undergoes through birth, growth, aging and death. For him, a civilization is characterized by its abity to fulfill material objectives and differs from "culture", which corresponds to the initial blooming period. As a civilization becomes unable to reinvent its cultural foundations, it is bound to decay. Although the work of Spengler was criticized and discarded during a long period, his intuitions become quite relevant presently.  The concept of civilization has to be used with some care, as the idea of a "clash of civilizations" has been exploited by neoconservatists as an argument for promoting war and conflicts. The Western civilization has spread throughout the world, and the end of the Western civilization would be, to a large extent, the end of the present global civilization. Already in 1970, the Meadows report was predicting a collapse of the economy and demography, due to the lack of natural resources. The idea of a collapse due to ecological causes was later developed by Jared Diamond in his now famous book. Such a scenario was applied to the Western civilization by Eric M. Conway and Naomi Oreskes. A new thinking about a potential "collapse" is emerging presently. Ecological causes are not the only ones which can produce a collapse. Economic and political factors can also play a major role as explained by Dmtry Orlov. A major war, especially if it becomes nuclear, could also cause such a collapse. Besides all material causes, the present crisis of meaning and the incapacity of the West to reinvent its cultural and inner values is probably the most immediate and serious cause of collapse, as anticipated by Oswald Spengler. 

Une question lancinante concerne l’avenir de la civilisation occidentale actuelle. Au lendemain de la Première guerre mondiale, des voix s’étaient déjà fait entendre en Europe pour évoquer les menaces à l’horizon. Paul Valéry écrivait : « Nous autres civilisations savons à présent que nous sommes mortelles » (La crise de l'esprit, 1919), tandis qu’Oswald Spengler publiait son ouvrage célèbre, quoique controversé, « Le déclin de l’Occident » (1918-1923). Pour Oswald Splengler, chaque civilisation passe par des phases successives de naissance, croissance, vieillesse et mort. Il opposait par ailleurs culture et civilisation, réservant le terme de civilisation à une société orientée vers des objectifs matériels, à l’image de la Rome antique. Devenant incapable de réinventer ses fondements culturels, toute civilisation est condamnée au déclin. Cette vision pessimiste de l’avenir a été oubliée en Occident, au cours de la longue période de prospérité économique qui a suivi la Seconde guerre Mondiale. La démarche d’Oswald Spengler, qui était fondée sur l’analogie vitaliste entre civilisations et organismes vivants, a été souvent jugée peu scientifique. Dans le contexte actuel, ses intuitions retrouvent néanmoins une actualité troublante.

Le rapport Meadows 45 ans plus tard / The Meadows report 45 years later

The Meadows report was initially published in 1972. Entitled "The Limits to Growth", it forecast a collapse of the world economic system, due to the rarefaction of natural resources as a result of the GDP exponential growth. It was a pionieering work, dealing with a global system including the whole world and its environment. It introduced also the concept of "collapse", which has become familiar with the book published by Jared Diamond. It was strongly opposed by most economists and those who perceived it as a threat for their business. The concept of sustainable development was introduced, in order to show that development is acceptable if it remains virtuous enough.  The idea of green growth intended to transform a threat into an opportunity. The Meadows report is very timely and challenling presently, as the turndown it predicted should occur quite soon. The simulation operated with theWorld3 model forecast a beginning of collapse for the world economy by 2015 and a drop of the world population resulting from a lack of resources towards 2030. It is therefore quitev appropriate to investigate quite carefully the results of the report, as recommended by Gaël Giraud, Chief Economist of the French Agency for Development (AFD). In fact, most of the recent work tends to confirm the conclusions of the report. The evolution followed during forty years, is in rather good accordance with  the evolution predicted. It is still too early to  check the evolution predicted during the downfall period, although the beginning of the economic crisis in the Western countries can be related to some extent to a rarefaction of oil resources. Supplementary negative factors, which were not taken into account in the Meadows report have to be taken into account, including global warming and a demographic transition slower than initially anticipated. It seems therefore essential to revisit carefully the conclusions of the report and to undertake appropriate actions, in order to reduce the consumption of natural resources and to prevent further environment and land degradation.

Le rapport Meadows a été publié en 1972 et date déjà de près d'un demi-siècle. Intitulé "Les limites de la croissance" (traduit en français sous le titre "Halte à la croissance"), il prévoyait un effondrement du système technico-économique mondial, sous l'effet de la raréfaction progressive des ressources disponibles, causée par la croissance exponentielle du PIB et de la consommation corrélative de ressources. Ce rapport était particulièrement novateur, car il envisageait pour la première fois l'ensemble formé par l'économie et l'environnement comme un système mondial. Il introduisait également l'idée d'effondrement qui était mal perçue à l'époque et qui a été depuis popularisée par Jared Diamond.  Ce rapport fut vivement combattu d'une part par les économistes qui admettaient mal cette incursion sur des territoires qu'ils prétendaient bien balisés et par tous ceux qui voyaient dans ce document une menace à l'égard de leur manière d'agir et donc de leurs intérêts. Le concept de développement durable fut inventé pour contourner l'obstacle en décrétant que la croissance était acceptable, à condition d'être suffisamment vertueuse.. De la même façon, il est question à présent de croissance verte, afin de transformer les obstacles en "opportunités".
Le rapport Meadows est particulièrement actuel, du fait que ses prédictions pessimistes viennent à échéance. En effet, le modèle World3 prévoyait un début de chute de l'économie mondiale vers 2015 et un début de chute de la population mondiale par manque de ressources vers 2030. C'est pourquoi, il est particulièrement important, comme le souligne Gaël Giraud, de revisiter aujourd'hui les conclusions de ce rapport.

Vers un effondrement de la civilisation? / Towards a collapse of civilization?

In the future, a collapse of the human civilization might result from the irreversible destruction of the environment. It has been shown that ecosystems can become unstable beyond a critical threshold. Some scientists consider that a comparatively rapid transition of the biosphere might occur, beyond a certain value of the earth soil fraction, which is devoted to human activities. This fraction reaches already  43%. It might reach 50% in 2025 and 70% in 2060. A critical threshold might be reached before 2050. A rapiddegradation of the biosphere would lead to a  sudden drop of biodiversity and human population. Humanity might enter into a new Dark Age. Such a scenario, although possible, is still far from certain. The future will depend of the road chosen by humanity.

Dans l’avenir, un effondrement au niveau planétaire pourrait être causé par  une destruction irréversible de l’environnement. On a pu montrer qu’un changement brutal peut affecter les écosystèmes à partir du moment où un seuil critique est franchi.
   Certains scientifiques estiment que la biosphère pourrait être affectée par une transition relativement rapide, entraînant une extinction massive des espèces biologiques et une progression spectaculaire de la désertification, au dessus d’une valeur critique de la fraction des sols occupés par l’homme, pour ses besoins, que ce soit l’habitat, l’agriculture ou encore d’autres usages. Cette fraction est déjà d’au moins 43%. Elle pourrait s’élever à 50% en 2025 et à 70% d’ici 2060. Le seuil critique pourrait être atteint avant 2050.
